They would have to have a deal with a major casino company and also a casino license before raising any money. The major casino operator will (presumably) also fund part of the construction costs. Also, $150M would not go very far. One project will cost $300M USD and the other $750M USD.

In my opinion, the only way the stock would go up to $15 post-split is if they have both a deal and a casino license. I would be very surprised if all of this happens right after the annual meeting (only 9 days from now) but who knows, anything is possible. May the force be with SGI's management in pulling this off.
