JG, I think it was Perry LaForge who pointed out that the Japan MPT would allocate spectrum for Japan ARIB W-CDMA only when the ITU approved the specification. As far as I know this is still being held up. I wonder if this announcement isn't another way for NTT DoCoMo to say that there is a lot at stake and certain parties should resolve their disputes.

Some thoughts.........

Without going down the list too much, I found that there are a lot more things in the Japan ARIB W-CDMA proposal that are compatible with CDMA-2000 than the European version of W-CDMA. For instance, synchronous signaling on the forward link, like CDMA-2000, is supported. Also, multiple chip rates much like CDMA-2000. The use of Turbo codes and their implementation was also specified.

In my opinion the Japan ARIB proposal looks like it was designed to be a kind of "bridge" between the ETSI UTRA W-CDMA proposal and CDMA-2000. Perhaps the Japanese wanted to be ready for any compromises as the final form of 3G CDMA is hammered out.

I also noticed that a lot more work seems to have gone into the Japan ARIB W-CDMA proposal than the ETSI UTRA W-CDMA proposal. The use of multiple chip rates is just plain smart and spectrally efficient and is a very good idea. The specification of Turbo coding shows that they are paying attention to what is going on in the coding world and are truly intent on the best link performance. Unfortunately, their published performance estimates are more like the ETSI UTRA W-CDMA proposal than CDMA-2000. But, don't take my word for it! As usual these comparisons can be made by reading the various proposals at the ITU website at itu.int.
