You make several errors. Firstly, you here limit the judgement only to “obstruction”, which is not Clinton's only crime. Secondly, you attempt to judge Clinton's crimes merely by criminal standards (a thing to be reserved for a criminal court, NOT a court of impeachment).

Some of Clinton's crimes are criminal, yes, and they should be judged by a criminal court; but they are not merely criminal. They are POLITICAL, as described by the Founding Fathers. The subjects of a court of impeachment's jurisdiction are political crimes, namely, those crimes that result in an abuse of some public trust. Therefore, Clinton's impeachment is justified.
