Hicks and Clinton's cases are different. What makes them different is the underlying behavior. Hicks was forcing himself upon subordinates, Clinton was encouraged by his partner. You must look to the heart of the matter in each case to see if it is bad enough for removal.

In Hick's case there is indication that he would cause great disruption to his staff. In Clinton's case, had the behavor continued the worse that may happen would be a stain on the rug.
