SAN DIEGO -- QUALCOMM Incorporated (NASDAQ: QCOM) and Transcommunications
Incorporated today announced significant price reductions on CabCARD Personal Communications
services. This reduction will provide immediate savings to the over 85,000 truck drivers who have
access to CabCARD services today. The price of a standard in-cab e-mail message of 100 characters
has been cut by 50 percent, now costing just 25 cents. The price of each additional 100 characters is
reduced to 20 cents. This tremendous savings is possible due to wide-scale product acceptance and
the re-engineering of the process in which CabCARD email is delivered to drivers. Prices for P/E-mail,
an in-cab paging and pre-programmed e-mail message service will also be cut by 50 percent to 25
cents per message. The price reductions will be available February 1, 1999.

Introduced to the transportation industry in October 1996, CabCARD Personal Communications is a
pre-paid service providing discounted long distance phone rates, voice-mail capabilities, driver e-mail
and phone-to-e-mail messaging. The only service of this kind in the transportation industry, CabCARD
allows Internet e-mail to be sent and received directly from the cab of the truck using the OmniTRACS
mobile communications system. Developed by QUALCOMM, the Company sells CabCARD to
domestic users of the OmniTRACS system and partners with service provider Transcommunications
to bring this valuable communications tool to drivers.
