I don't get it. I thought efficiency would be created by a single uniform chip rate. Could you explain in greater detail? Hopefully in layman's language.

BTW, for all us wireless lovers. Apparently, the contractors laying fiber optic for the cable company cut the SBC cable. A large area of north Dallas was without landline phone service for more than two days. Service was not supposed to be restored until Friday, January 29 but was restored sometime after midnight on January 28th. Even my mom (who uses her cell phone only for emergencies) was grateful for her wireless service.
