Covad has taken the same path in DSL business as UUNet did in
dial-up world. They facilitate in providing DSL access to the
the end-user, I suspect the ISPs (Concentric etc) are buying ports from Covad.

I see a very bright future for Covad, if DSL subscription takes
off - we can only hope that Microsoft starts coming up with
big fat bandwidth eating applications. (see how they made a
huge success out of Intel and memory-chip companies with their
thunking Win32 mess)
