Chlorine belongs to halogen, which have 7 electons in their outermost shell, that is, one less than a full outermost shell. Noble gases (He, Ne,...) have full outermost shell.

Chlorine, as a strong oxidizer, is harmful. Chlorine can remain as element in water, (aqueous solution), part of it will be involved in chemical reactions. Hydrochloric acid exists in gastric juice (a few per cent?).
