You can't compare COVD and TUTS, it's complete different. You can compare TUTS with WSTL, ORCTF, PAIR and other ADSL product. TUTS is over values . WHo is their customer. RBOC used ORCTF, WSTL PAIR because it's cheap. COVAD is backbone for ISP and it's PCLEC with FRAME and ATM networks Happy trading
