I think you exaggerate the extent to which Reagan was out of it. It is, however, not unusual to keep the principals in the dark about details of implementation, to preserve deniability. Further, the Hezbollah, although sponsored by the Iranians, were distinct from them, and the sale of military hardware was represented as an opening to moderates in the regime, so that it is not so odd that Reagan did not think of it as trying to buy hostages. Finally, the Boland Amendment was probably unconstitutional, but meanwhile the Contras were there and more or less our responsibility. I do not blame the administration for contriving an expedient to keep them going, just as FDR contrived Lend- Lease to get around the neutrality laws.
