When the percentage of employees working in R&D is that small, it leads to an isolationist group dynamic. They come up with useless things like the no-cache Celeron, the no-need-for-a-slot Slot 1 CeleronA, the useless chip ID and they fail to properly test their designs (FDIV bug, "flag" erratum, HALT bug, delayed Xeon 4-way, etc.).

AMD also benefits from Motorola's R&D, and, I'm sure for future server systems, IBM and CPQ.
