My current suggestion to the meatpackers:

You should invest in sanitation, testing stations, and irradiation contracts/equipment. If a run of production tests clean, you can be assured it is safe as is, and doesn't need additional sterilization. If a part of a run indicates contamination, set up a protocol for sterilizing the product, and irradiation works the best here (the US Military has been using irradiated meat for decades). Once sterilized and verified through testing that it contains no contaminates, it can be labeled sold to customers that don't demand un-irradiated meat.

In the event of several contaminated runs, you can use testing to locate the source of the contamination quickly and fix it.

There are several advantages to this approach:

1) "Normal" product is now certified safe, and you can defend your production practices in court.

2) You limit any loss to the price differential between the grades of meat integrated over a few production runs, instead of gambling that you'll deliver xxM+ pounds of contaminated meat that must be recalled and destroyed at "great expense". Note that this "great expense" has run at least one plant out of business (anyone remember the name off-hand? I know that IBP bought their remaining assets at a fraction on the dollar.)

3) The initial expense is outweighed by the potential future liability. (How much is a jury going to award to a grieving mother testifying about the death of here 7 year old?)

4) IMHO, it is the ethical way to run your business.
