Hi Pat,
The BCSC can be contacted at 604 899 6600 or they can be e-mailed at inquiries:bcsc.bc.ca
I e- mailed the VSE today and below is their expected answer

Dear Mr. McKnight,

In response to your message of January 29, 1999:
The Exchange does not comment on matters which may or may not be under
review or investigation. Public notices are issued if disciplinary
action is taken against Member firms.

Should you have any complaints regarding Global Securities, please put
them in writing and address them to the attention of Mr. Jim Hurkett,
Manager Investigative Services, Vancouver Stock Exchange, P.O Box 10333,
609 Granville Street, Vancouver, V7Y 1H1.

Angela Huxham
Director, Surveillance
VSE

So you now all know who to contact at the VSE
or you can e-mail them at surveillance@vse.ca
However although they seem to enjoy all other forms of state of the art information technology , it would seem that it is neccessary to get out your quill pens and in best copperplate ,pen your complaints to them and i would suspect that you are required to have them hand delivered, by your own runner and oh yes unless the runner is dressed in a bright yellow suit has red hair one eye ,limps has a hunch back and talks fluent mandarin chinese this letter of complaint against a member firm will not be accepted ,so if there is any one out there has such a runner keep him hidden you never know what might happen....

Regards
