What's the point of testing?

I suppose the testing is to "wring out" any equipment/network problems before turning a whole bunch of customers loose trying to make thousands of concurrent calls. I have a friend who runs a voice mail business and he has contracted with AT&T to switch about 1,600 incoming lines over from Southwestern Bell to AT&T at a savings of about $900 per month. Guess what? AT&T has been "testing" now for nearly three months and they still don't have it right. If they had just thrown some kind of switch, my friend would be out of business right now due to irate customers canceling their service.
