Article from pgs 147-148 of Feb 15th issue of Fortune basically says that Winstar has great technology but questionable management, and that Rouhana's past history of alleged "missteps" will continue to cause the company to be under careful scrutiny from Wall Street compared to Teligent, even as WCII stakes out a leading position in the field.

A few alleged examples of BR's 'missteps' include: company raising early money via sweepstakes (1995); compensation plans that shareholders complained about (1995); and customer accusations of LD switching or slamming (case settled in 1996).

Smells to me as if Mandl helped Fortune put this story together.
