If I "read between the lines," I can guess that there were, in fact, offers. They were offers that were too low to be acceptable, but they were offers that led management to pursue its strategy informally. There was no reason to formally continue the process since the numbers were too far apart and management had tied itself into an unrealistic time schedule.
In order to infer that there were no offers, one would have to assume that management's statement about continuing the process informally is a straightforward lie. How does one continue the process when there were no offers to begin with?
Since I don't believe that management has engaged in deliberate deception, I believe that my inference of the situation is more realistic.
