Where did fear come into it? I was discussing a sober, businesslike, calculation of relative cost. Just as it is far cheaper to use institutions like the World Bank, IADB, ADB, etc. to create an illusion of charitable funding for developing countries (and to keep their economies firmly in our hands) than it is to send troops to occupy their territory.

Since the primary beneficiaries of these shell-games are the rich, who have so much more to lose from rocking of the boat, why should they not pay their share to help keep the boat steady?
