Rick,

I have a cable modem and get excellent speed, but I also sometimes experience the same problems you have noted - Level II stuck or lagging T&S. I've been trying to track which servers each window is connected to and switch to the one that is updating quicker. This has helped solve the problems on occasion. However, I've also noted that the server will change sometimes without me making any changes. Not sure why. Hope this helps.
