A multiplexor, or mux, is a box that can take several independent input lines, packet up the data from each line with headers identifying which line it came from, put all of the packets into a single stream, which is sent to another mux, which in turn de-muxes the single stream into separate streams, and outputs the packets to the correct line on its end, and vice versa.
TI's new chipset just does it much faster with less silicon. Also, it's a generic processor, so it doesn't care if it's voice, data, fax, video, etc., or any combination of the above. How the chip gets used is up to the OEM who incorporates it into their hardware.
