Dear Tomster,
It is very rare for all MMs to be on both the bid & the ask at the same time, often you will have one MM on both,(she/he is active on both sides), when their "stash" of shares is gone another MM will step up to the plate, or when there is heavy vol on one side, they may drop off and raise/lower their bid or ask out of the action. If one were privy to how many shares the MM had at that particular bid or ask one could effectively "take them out" as it is called, thereby moving the bid/ask to the next level. Also while there are many MM listed on issues, all are not actively involved per se. I have seen a MM come on and never even trade a share.
