Historically, ORCL has announced its stock splits to maintain a price range of high 20s to mid-50s. I don't think this will change unless there is a FUNDAMENTAL reason for doing so.

The dot-com frenzy appears to be coming to an end -- not resulting in a "crash & burn" right now, but perhaps a leveling off & a return to some sanity. A stock dividend policy based upon market euphoria is not a prudent policy to be expected from a well-established company like ORCL. If management focuses just on their business & markets, investors will come.
