Sorry, but that's not the correct conclusion. The file *is* the site. If you were looking for, say, helloworld.com, and got the 404 error you described in your post, that means that no file named foo.html was found in the domain helloworld.com.

No file, no site.

Of course, that doesn't mean that it wasn't there before, or won't be there in the future. It just means it wasn't there when you looked. As a test, change the end of the URL you looked up to something completely arbitrary, of your own invention. You'll get the exact same error message.
