I think it's a little bit of both, Robert. The GOP-controlled 1996-1998 House was famous for doing essentially nothing in their two years other than impeaching Clinton.

Too bad we don't have Newt Gingrich to kick around anymore. Looking back, Newt was shrewd to bail before the bad PR from impeachment/trial hit the Congressional Republicans. Now Newt can plausibly claim he had nothing to do with it.
