Dear Senator Lott:
On behalf of Judicial Watch, Inc., a non-partisan public interest government watchdog, we hereby submit our Interim Report for your consideration as to whether to convict and remove President William Jefferson Clinton from office.
This Interim Report was prepared from information and evidence obtained by Judicial Watch over the last four and one half years of prosecuting its various cases concerning the Clinton Administration. The Judicial Watch Interim Report was submitted to the House Judiciary Committee on September 28 and entered into its official record on October 5, 1998, during the impeachment hearings. The Interim Report's evidence relating to Presidential perjury about Dolly Kyle Browning, a former paramour of Bill Clinton's, was further confirmed by Chairman Hyde's chief investigator David Schippers and his staff. Indeed, Ms. Browning had been scheduled to appear as a witness during the last day of the House Judiciary Committee's impeachment hearings. Instead, she submitted an affidavit which attached affidavits gathered by the Committee's staff, proving further perjury and obstruction of justice by Bill Clinton in the Paula Jones lawsuit. This evidence can be found in the House Judiciary Committee's "evidence room," along with the other "Jane Doe" evidence.
This Interim Report supplements "The Starr Report," and details, in 145 pages of text and 187 documentary exhibits, evidence of bribery, possible treason, and other high crimes and misdemeanors in what has become known during the Clinton presidency as "Filegate," Chinagate and related scandals. The Report's nearly 4,000 pages of documentary evidence is fully available to you at the House Judiciary Committee and on the Judicial Watch Internet site at judicialwatch.org.
Since the Interim Report was first written, Judicial Watch uncovered more evidence pointing to high crimes and misdemeanors in the Filegate and related scandals.
The sworn testimony of Linda Tripp in our clients' class action civil lawsuit on Filegate, taken on December 14, 1998, indicates that a former member of Congress, high-level Bush administration officials, and other perceived enemies of President Clinton had their FBI and other government files illegally obtained and misused. Ms. Tripp testified that data from what she was told were FBI files was to be uploaded on to White House computers, at the request of Hillary Clinton, so that the sensitive information could be shared with the Democratic National Committee. Other evidence indicates that this illegal activity was likely approved by President Clinton.
Also enclosed is a list of deceased persons reportedly associated with the Clinton Administration left on Linda Tripp's chair by Monica Lewinsky, according to Ms. Tripp's Filegate testimony. (The origin of the handwriting is unknown. Ms. Tripp perceived this as a threat to her.) This list, produced by Ms. Tripp in our Filegate lawsuit, is new evidence, having only been found by her recently.
Finally, in the Commerce/Chinagate scandal -- the sale of government services for campaign contributions by President Clinton which led to national security violations -- a federal judge ruled just last week that the Clinton Administration showed "an egregious...disregard for the law" in preventing Judicial Watch and the Court from finding obtaining documents and testimony on this serious matter. You will see in our Interim Report and supporting evidence that perjury and obstruction of justice are part of a "pattern of conduct" by this President and his agents, and are by no means limited to the Lewinsky matter.

In this regard, we stand ready to assist you in whatever way you deem appropriate. We have provided copies of the Interim Report to each of your Senate colleagues, Democrat and Republican alike.
Unless there is full accountability for the serious offenses which this President has committed against the American people, a bad and very harmful precedent will be set for future generations. Moreover, our nation's security, the rule of law, and the privacy rights of its citizens will be further compromised.
