I overheard some stories that the Iraq's oil industry is actually in so bad shape, it is beyond Iraq's ability to restore it, and that the recent "let them produce and export as much as they can" was just a diplomatic joke. The things there are arranged in such a way that after Saddam the big oil would move to assist poor Iraqis, to restore and to run their oil industry and to make them prosper again -- and to demonstrate the vast advantages of democracy.
