My response concerned Iraq. Nowhere did I mention Cuba. The US has dropped its earlier strategy of working with the other nations on Iraq. Their goal is to try to topple Saddam with air strikes (for the present time being) against his military, primarily those segments loyal to Saddam. The sanctions serve little use, especially if this process takes many years. The problem with Iraq is that it could splinter into a number of new nations which could cause further political havoc still with neighbors Turkey, Iran, Saudi Arabia, etc. US does not appear to have any strategy for post-Saddam "Iraq" which may require more land-based resources than now. Nation-building has been a difficult task at best ... Yugoslavia, Somalia, Congo, ... Clinton is moving slowly in liberalizing trade with Cuba. Castro and other Soviet client states sent soldiers on behalf of the Soviets (in exchange for raw materials, medical supplies, etc. and for sales of Cuban goods). The Soviets are now a regional power at best.
