Whatever. At least Clinton doesn't propose gutting the whole system, which is what the slash-and-burn Republicans want to do! And re: tobacco, what "cut" are you talking about? If you are buying insurance, your premiums are lower if you are a non-smoker. So, there's your cut. And if you are a non-smoker, you don't pay any tobacco taxes, unlike the guy who smokes. So, there's your cut, again!
