John, By itself, the excess 12 mil. barrels isn't much. But, it does reiterate the fact that all those "cuts" haven't done much damage to the existing oversupply. The producers need to cut into the existing oversupply before prices will rise. Take a look at the latest Noesis charts. Several significant producers have increased production recently!
