ACTV Opens Los Angeles Office In TCI's National
Digital Television Center-LA Joins Liberty Interactive as Inaugural Tenants at Premier Digital Content Creation Facility

LOS ANGELES--(BUSINESS WIRE)--Feb. 3, 1999--ACTV, Inc. (Nasdaq:IATV -
news), a leading developer of multimedia programming content for digital television and the Internet, today announced that it has officially opened its new Los Angeles office within Tele-Communications, Inc.'s (TCI) National Digital Television Center-LA. ACTV joins Liberty Interactive as tenants in one of the nation's leading digital content creation facilities.

The NDTC-LA is a 125,000 square foot facility built to serve the needs of the Hollywood and LA production community. The largest production facility on LA's West Side, the multi-faceted NDTC offers production, post production, digital compression and network origination services.

''The NDTC was created to support programmers and producers who are leading the way in developing content for the emerging world of digital technology and convergence,'' said David Beddow, President, NDTC. ''Innovative companies like ACTV are ideal tenants for our Los Angeles facility.''

Rosemary Danon, general manager of NDTC-LA, added: ''We are committed to making NDTC-Los Angeles the premier facility for creating interactive television content and fully leveraging the opportunities offered by the advent of digital television. We plan on providing programmers and advertisers with access to the most innovative technology possible and believe ACTV will play a key role in achieving that goal.''

''Our NDTC-Los Angeles office gives us greater access to the major players in the entertainment and advertising communities, and provides the perfect environment to fully explore the capabilities of our digital technology,'' said David Reese, president of ACTV Entertainment. ''We expect our presence in Los Angeles to enable us to more aggressively expand beyond regional sports and into music, pay-per-view, and advertising.''

ACTV uses proprietary software technologies to create ''Individualized Television,'' which takes traditional television programming into the digital age by allowing viewers to switch seamlessly among multiple, real-time feeds of video, audio and data. Using a standard digital set-top box and remote control, a viewer can switch between the regular programming feed and a multitude of personal options and features.

ACTV's proprietary software remembers viewer commands and responses to on-screen prompts, enabling the television to ''talk back'' to an unlimited number of viewers with individually-tailored television programming and targeted advertising content. ''Individualized Television'' can enhance a variety of television genres, including sporting events, news, game shows, children's programming and advertising. For sporting events, ACTV's ''Individualized Television'' offers more than 60 viewing options like Star Cam, which focuses on a featured player; Instant Replay on demand; in-depth statistics; scoring summaries; and relevant video feature stories and interviews.

New York-based ACTV, Inc. uses proprietary software technologies to create state-of-the-art programming for the rapidly emerging digital television and Internet platforms. The company has relationships with many of the dominant players in the Internet, television and digital technology fields, including: Liberty Media Corporation (Nasdaq:LBTYA - news, LBTYB - news); General Instrument Corporation (NYSE:GIC - news); Scientific-Atlanta, Inc.(NYSE:SFA - news); Sun Microsystems
