I doubt it, so I guess there must be some doubt.

I think the Democratic Senators are politically savvy enough to see through a "finding of fact" vote as a Republican political device to put Clinton and the Democratic party on the defensive. For this reason, I doubt whether 90 or even 67 Senators would vote in favor.

We'll have to wait and see whether such a vote occurs, and what its result is.
