Many, if not most, insurance companies have separate premium rates for smokers and non-smokers. As for tobacco taxes, if you don't consume tobacco products, you don't pay that extra tax that a smoker pays -- which is far better than not taxing tobacco products at all and asking everyone to pay their part, whether or not they smoke.
