I don't buy that story.

I am a subscriber to AOL and to Worldnet.

I would not purchase a 56kbps modem to log onto AOL ... I
would for Worldnet though. AOL is so difficult to get into
that you basically need to set up a TCP connection (such as
Worldnet) if you want to get on when you wish to.

I know the story ... AOL intends to double their number of
modems. But work through the numbers and you will see that
even this will still result in a large percent of busy
signals. In the end, if you are serious about accessing
AOL when you want, you will need an ISP with a TCP connection.
