For you optimists, I have yet seen a good explanation of why Borland sales have stayed mired in the $34-37M range (for 3 quarters) after averaging better than $50M over most of the previous year. This is real problem because the 32-bit Delphi was supposed to be more powerful and sell better than the previous version. I could see possible explanations for a 1 quarter drop in sales, but this long drop needs explained. Then try to explain (in a realistic scenario) where the $15M sales to get back to minimal profits will come from.

As for what is built on C++ builder, I really wonder how much incremental income that will bring. First, a lot of developers were driven off Borland C++ (I was one) because of the mismanagement 1-2 years ago (version 4.0 was a complete disaster to use on one of my projects--it made a snail look fast), and they are unlikely to come back for a small increment in capability--I sure don't plan to go back.
