It was recently posted here that OTC's can also be shorted legally in Canada, but I have no first hand experience so I have no opinion on that prospect.

I am a Canadain.

Most of the Brokerages in Canada will not allow shorting of OTC or CDN unlisted. The also will only allow shorting of Marginable Sequrities (OVer $5 and on a major exchange)

That is what the general public has available.

Now, there are some smaller brokerages based in Quebec that will allow shorting of OTC over 65 cents. The rate is 250% or you have to put down 1.5 x the Ask.

now for the Canadians that can short any stock.

They have direct access to the market just like a market maker. Level 3, bloomberg box etc.

These guys usually run hedgefunds or private mutual funds.

The majority of them are honest and legit, shorting only when it is an obvious rediciulous price (I.E. CFON above $5)

Most would never touch a stock under 25 cents at all. It is virtually suicide.

I know one that shorted BREX from $3 all the way down to 15 cents. But it was obvious by that point that BREx was a scam.
