Assuming that you have at least a Pentium class machine and are running Win95, there is no reason why you shouldn't be able to run a cable modem (of course you need to have cable service in your area as well).

All you need is a network card installed in your PC and Win95 will handle the rest. Decent network cards are available (in my part of the country anyways) for $49 (or less) new or $10-15 if you're willing to buy a used one.
