You're only half right, ILUVGOP. Clinton apparently broke no laws in the Whitewater matter, and yet Ken Starr was originally appointed as Independent Prosecutor specifically to investigate Whitewater. No dirt there, so KS kept on going until he "got" his man, along the way using every dirty trick in the prosecutor's handbook.

There's an even easier way to avoid wasteful and polarizing investigations like Ken Starr's: rescind the Independent Prosecutor law. This will probably happen in the next few years as Dems and Repubs alike realize that the current system is badly flawed. I do think we need some way to investigate and remove a president who does commit "high crimes and misdemeanors", but I don't claim to know how to fix the system.
