Construction costs are high and profits are low. Once the network is complete, construction costs will go down and profits up. Bill McGowan (founder and visionary for MCI from 1968-1991) once responded to the question "what business are you in" with: "I'm in the business of building a big, unprofitable network... and then filling it up and making it profitable." Worked for MCI... I think it will work for Qwest.
