Actually, I'm not contesting that CDMA overlay would be the cheapest option to deal with congestion problems in the GSM networks. I think that several independent studies have pretty much confirmed that by now. I'm questioning the assumption that operators would be willing to embrace a novel, untested approach and switch manufacturers to test that approach. 90% of the operators stick with their original contractors when they expand their networks. I'm afraid the much-publicized fiasco with Motorola CDMA networks has not increased the interest in CDMA among current GSM operators. Lucent and Nortel do not have well-established connections to GSM operators. Just promising a cheap GSM overlay is only a small part of the effort that would be needed to win over the conservative, rather skittish operators.
