I wish I knew more about Bollinger Bands, but I don't, Ramesh.

WLA is in my CORE, part of the "defensive" mix of DRG.X stox including PFE WLA SGP, so I follow that one. The stock has been, for all intents and purposes, flat since last JUL-98. FWIW on WLA I use an 11-day EMA of closing prices, displaced -5%, to form the lower-end of an apparent "channel" (kinda like a Bollinger Band). Whenever WLA is below this measure, it is a "dip".

If you are bullish, right now WLA is acting like it wants to go up +10% to ~80, having just broken a DownTrend Line drawn between CLOSE 23-NOV and CLOSE 07-JAN. There is a fibonacci line at ~72.

S I do not follow at all, so plead complete ignorance. FWIW my CORE RLX.X holdings consist of: WMT HD WAG SWY GPS BBY TWX.

Wish I could be of more help with Bollinger, Ramesh - I just don't have any experience with this tool.
