>>why not have w98 and the backup NT in two separate partitions

No reason; that's a perfectly possible alternative. The
only requirement would be that the 98 partition is readable
by NT. The partition with 98 on it will be the active
partition; the NT partition can be a primary partition
or a logical drive in an extended partition.

This may sound like it contradicts my earlier comment about
having to boot from a primary partition, but it doesn't.
The NT OS can reside in any partition, but the NT boot
partition must be the active primary. The active primary
is where our little friends boot.ini, ntdetect, and ntldr
reside. Also bootsect.dos for dual booting.

Done this way you would not have to back up the partition
with NT on it. You would back up the nt boot stuff in the
other partition, but first that's small and second you
need it to boot Win98 anyhow once NT is installed.
That's because when dual booting you get a little way
into the NT boot before getting a chance to specify it's
Win98 you really want to boot. HOWEVER, that will work
even if NT itself (in the other partition) has been blown
away.
