Of course they got me the WATR... down now!

This may be a dumb question, but I'm not experienced with Initial and Secondary Public Offerings so please cut me some slack. Why would someone buy into a SPO? It seems to me that they're never priced at much of a discount and every time a Secondary is announced the stock drops and when it actually occurs the stock drops again. At least this has been what's happened to me the couple of times that I've been holding stocks that SPOed. Am I wrong?

BTW, NSOL and another company are now available for Secondary Public Offering applications on E*Trade. I guess E*Trade's only open after hours to sell stock directly to us.
