The chip giant denies any wrongdoing."

The government would need to prove that Intel had a monopoly in some market (presumably MPUs) in order to prove that it utilized that monopoly power against Compaq/Digital and Intergraph. Witnesses to that effect (an MPU monopoly) would be needed in any event, and signifies nothing as to what case the government plans to make. The complaint alleged no anti-competitive behavior in the MPU market itself. It alleged anti-competitive behavior by Intel using that (alleged) monopoly power against Compaq/Digital and Intergraph and forcing them to sign licensing agreements.

It could be that the FTC has recently changed their strategy and decided to go after some (as yet unspecified) anti-competitive behavior by Intel in the MPU market. I do not believe papers to that effect have been filed (yet, at least) in court. No such allegation was made in the June complaint. Considering the fact that, as repeatedly pointed out on this thread, Intel's market share has declined dramatically over the period since June, it leads one to wonder why didn't they make such an allegation then? It suggests a "fishing expedition" rather than an "expansion".
