I'm skeptical of SEBL for exactly the reason you mention: "herding cats". I deal with sales managers regularly, and most of them I interact with can't even a save a file from their e-mail and remember where they put it. The field desktops they use (expensive IBM thin profile model) are constantly malfunctioning. Software is unreliable and constantly changing. Remote connections are difficult for many who throw up their hands at all the time they spend trying to make the thing work. Updating software for a salesforce is extremely difficult to keep track of, primarily because if a successful salesperson or sales manager doesn't want to play along, exceptions are regularly made. The culture is very much "This damn machine isn't selling anything." With time this will certainly change, because computer literacy is not difficult... but the high up in the sales organizations of today many people are No Tech --> despite the fact that companies are pouring tons of money into trying to make the sales force more technologically proficient.
