If I understand your proposal, it sounds like an interesting twist on the world of Orwell's 1984. In the future only leaders will be under constant surveillance while the common person's privacy remains inviolate. Yes, I like it! Instead of welfare mothers, let's fingerprint every one who thinks about running for office. In the US, we will demand that the IRS audit every politician, political wannabe or corporate leader every single year. Our upper crust have long since proven that they can't be trusted when the people aren't looking, so install mirrors and cameras everywhere in officialdom. And that will create plenty of jobs for the voyeurs among us as well as a new branch of government: The watchers.
Should we run out of officials willing to "serve", we can easily recruit another crew by sweeping through any old red light district. In fact, as for the hardest-core criminals around, hell, don't send 'em to prison, send 'em directly to congress. Going back to George, while it might look like Some utopias are less equal than other utopias all of this insight does have a novel, yet practical efficiency to it. I think it should be given a trial run in some place like Liechtenstein or, perhaps, Texas.
