The company also issued shares to the CEO who had lent the company $53,000. In lieu of cash he chose shares, 10,000,000 of them.

I do recognize the hardship the company would have had in repaying the loans with cash, but by reducing some lease expenditures (see automobiles) reducing travel...they may have been able to significantly reduce the dilution..
