"Much of our leaps in technology over the past few years are due to us attracting the brightest and best from all over the world.

I'm with you there. But our view of history does not coincide with those who decide who gets to come live in the USA right now. Most immigrants now are the products of the Haitian and Mexican school systems, which does not prevent them from being brave and adventurous people, but does suggest that we will have to wait for their kids to generate the leaps in technology. Still, how many people does it actually take to make the technological leaps? And we can make use of their brains while they are in the US temporarily getting their education.
