Look at the United States of America in 1999. If this is the best the human race can do, does anyone question why I call most people primitive parrots?

You could compare the United States in 1999 to the state of most other places at most times. You could also conclude, with reasonably solid arguments, that while this may not be the best the human race can do, it may be among the best it has done.
