No. An analogy: killing in self-defense is almost universally held to be legitimate. But how much threat is required to justify a claim of self-defense? Can you blow someone away if he looks at you cross-eyed (and perhaps happens to be black)? There is a line, that line is a matter of human judgement and amenable to revision. You do not presumptively award judgement to the person who felt threatened simply because you cannot draw the line exactly. You try to come as close to the line as you can.
