There was an article in May 1998 WIRED about Quest that had photos of train laying the conduit. According to the article and the photos, they are laying "two types of conduit: one containing...fiber-optics for immediate use, the other empty, anticipating endless demand for bandwidth in the future." I don't know where the discrepancy comes in between Roger's report and WIRED, though perhaps Roger is including the "cables" mentioned in the following: "A custom designed 25-foot arm extends from those (RR) cars and digs up the earth 12 feet from the side of the tracks. It then lays in protective tubing - 2-inch-diameter high-density polyethylene conduit - and cables 4 feet below the surface."
