From what I read, you are correct. They are 4foot down. One is empty and there are access manholes along the way to pull fiber thru the empty one.

What confuses me is that the conduit with the fiber, has enough capacity that maybe 75 % is dark. I cannot remember the number of lines installed and how many are lit in the non-empty conduit but there is plenty capacity.
